Computes a scalar variable defined as the eigenvalue (1 to 3) of the specified tensor

- source_parts:
Any part(s) or a part number.
- tensor:
A tensor variable.
- num1_3:
Enter which eigenvalue number(ie. 1-3).
- output_varname:
The name of the newly created variable
- Returns:
New ENS_VAR instance or None
